    A four-year-old girl was allegedly raped by a 15-year-old minor in Moradabad, UP, when she was visiting the neighbor to play with their kittens.

    According to india.com, the accused is a nephew of a local Congress leader.

    The girl's family reported the matter only after two days as the accused's family was apparently threatening them.

    He was arrested yesterday. Police have assured "strict action."

    Accused lured her to his place, then violated her

    The crime reportedly took place Monday, when the girl was left unattended at her house.

    The accused came and lured her to his place, where he took her to a room and assaulted her.

    After she finally arrived home in a disheveled state, her parents realized what had happened, but then the boy's family started threatening them.

    They finally complained to police Wednesday.

    Accused sent to juvenile-home, police assure all assistance to victim

    The boy was yesterday arrested and sent to a juvenile home for 14 days. Police have assured all help to the girl's family, including financial assistance and protection; her father is a rickshaw puller, reports TOI. Meanwhile, the girl has been sent for a medical examination.

    The government approved death penalty for rapists of under-12 children

    Earlier this year, the Centre signed into effect death penalty for rapists of children under the age of 12.

    Under the new laws, there is no facility of anticipatory bail for those who rape or gangrape girls below 16.

    However, current stats raise questions on the new law's effectiveness. In 2016, 64,138 child rape cases were registered, and convictions reached in only 1,869 (3%).
