Bihar university's new low: University forgets to print question papers
What's the story
Bihar, usually grabbing headlines for question paper leaks, is in news again for a strange reason.
Bihar reached a new low when 94 students of Tilka Manjhi Bhagalpur University (TMBU) couldn't write their last paper of the second-semester postgraduate Hindi examination as the question papers weren't printed.
TMBU Vice-Chancellor served a show cause on the examination controller and the head of Hindi postgraduation department.

Exam postponed, new date yet to be announced
TMBU announced the second-semester post graduation examination schedule in the second week of March.
While exams of three papers were conducted, it was the last examination that was held up.
All the 94 students taking the exam had to return without writing the paper; the new examination date is yet to be announced.
Questions weren't reportedly sent to the examination controller to initiate printing.
CBCS
Confusion created by introduction of CBCS: TMBU PRO
TMBU Public Relations Officer (PRO) Ashok Thakur said the Hindi HoD had blamed the mistake on the confusion that was created by the introduction of Choice Based Credit System (CBCS).
CBCS was introduced to provide students the flexibility to choose any subject in the fourth paper.
The HoD claimed printing couldn't be initiated as he wasn't aware which subjects the students opted for.

TMBU's struggles: No answer books
The question paper goof-up is not the first for TMBU. It earlier struggled to adhere to its exam schedule due to shortage of answer books. It contributed to the delay in Degree Part-II Exam by a year, which would now be conducted from 25 April.

TMBU PRO said initially unutilized answer books of previous years would be given to students to write their papers.
Answer books couldn't be printed as the former vice-chancellor was restricted from deciding on financial matters during his tenure's last leg.
The in-charge VC, who took over subsequently, also had limited powers.
Nearly 70,000 candidates require about 3.5 lakh answer books to take the exams.
